The Kansas Midwest RUC Pilot

Help shape our transportation funding future.

We’ve wrapped up!

If you participated in the pilot, check your email for the pilot exit process, which includes a link to your participation summary and invites you to take a final survey. Complete that final survey to be eligible for the survey incentive ($70)! Your total survey rewards will be sent from our incentive partner, Tremendous, in early August*.

If you did not participate in the pilot, please check out the RUC Estimator tool to estimate how a potential road usage charge compares to existing fuel taxes or electric vehicle registration surcharges.

*Reminder: Most participants are eligible for up to $100 incentives ($30 for the enrollment survey + $70 for the exit survey), to be paid in early August. The incentive is open to Kansas drivers only.

What’s next?

Over 2,000 Kansans expressed interest in participating in the Kansas Midwest RUC Pilot for just over 500 slots. We’d like to thank our pilot participants for helping us understand whether and how a road usage charge could work in Kansas and the Midwest.

Results from this pilot will inform a final report on RUC in Kansas, due later this year. The pilot and report do not commit Kansas to a RUC program but instead are tools to help policymakers understand what a potential RUC landscape might look like for the state.

Why is Kansas exploring a road usage charge?

Right now, 41% of our transportation funding comes from fuel taxes. An additional 31% of funding comes from sales tax — which is not guaranteed to go to transportation.

As cars use less gas or none at all, funds to support our roads and bridges in Kansas could be at risk.

To address this challenge, Kansas is adding a Midwest perspective to a national conversation and exploring whether a road usage charge can be a long-term, sustainable funding alternative to our state gas tax.
